The shape of the boots is cool. Elegant and classy.
Could be worn with jeans and a t-shirt (and leather jacket) or with a suit and tie.
My two issues:
1). You would not get a lot of style mileage out of blue. You'll have better luck with black or various shades of brown (from tan to walnut). Blue seems to more of a novelty color when it comes to footwear. If you already have a selection of footwear in your wardrobe and want to expand, go for it. If you're still laying down the foundations of your wardrobe, stick with a more conventional color that'll cover more ground.
2). This may or may not be an issue. I don't have any of these types in my wardrobe, so take that with a grain of salt. The cloth sides could be a bitch and a half to clean. If those things get dirty, they might need some professional steaming to get them right again. Just wiping off leather and re-applying shoe polish is fine for just leather, but wouldn't work for cloth. One mud puddle, pothole filled with rain water, dirty slush in the winter and you're screwed. Then again, it could be a non-issue if the fabric is dark and/or the cloth cleans easily.
