Personal development is a continuous process, it happens all throughout life. Many of the character defining things happens in the teens, you're right, but just as the age of hitting puberty differs person to person it differs when people start thinking about who they actually want to be in life.
Let me tell you this. You are going to regret it if you let yourself or anyone else hold you back.
And on a side note: Age 25 is nothing, you're still young and it shouldn't hold you back at all. You're making things up in your mind because you are afraid of change. That's a normal thing to do. I've had severely limited beliefs about myself until I was 21/22. I am indefinitely thankful I got "enlightened", and I would do the same all over again no matter if I was 20 or 50.
The sooner you take charge of your life the more impact it will have on the rest of your life, so take charge now!
I've turn 21 few weeks ago, & for last year I thought exactly the same, but it's only in our heads.
