It sounds like you are right around where I was when I started. Bathmate and sizegenetics are exactly what I did for the first year. Kind of consistently-ish. There were some 2 week periods thrown in there where I didn't do much though.
I started around 5 5/8" length, 4.75 girth. (september 2013)
After a year I was around 6.5 length. Girth around 5.25 (September 2014)
So now it's been a year and a half, and actually I just measured yesterday and I was 6.75 post bathmate length, 5.1" girth. And bonepressed length was like 7 1/4" inches. I was kinda looking at my dick like "holy shit am I kinda hung now?" Weird feeling...in a good way.
Start slow and work your way up to more hours. After a couple of months you can start going into the bathmate erect, and that's where you'll see gains start to come. GLL has great resources on beginners workouts. I would also add, don't underestimate jelquing! Sizegenetics 20 hrs/week, bathmate 3-4 times, with jelquing 4-5x per week is a reasonable cocktail of PE where you'll see results IMO.
